SPECIAL BUDGET HEARING

UNADILLA VILLAGE BOARD OF TRUSTEES

UNADILLA, NEBRASKA

            A special hearing of the Board of Trustees of the Village of Unadilla, NE, was held at the Village Office on September 08, 2021, at 7:30 p.m. for the purpose of hearing support, opposition, criticism, suggestions, or observations of taxpayers relating to the proposed budget figures for 2021-2022. The following trustees were present:  Dan Crownover, Dale Stoner, Janet Oelke, Scott Hincker, and Clark Stubbendeck. Visitors:  Lanny Burr and Thom Machl. of Burr and Associates.  Crownover opened the hearing at 7:31 and reminded everyone of the Open Meeting Act poster location.

            The proposed budget figures prepared by Burr & Associates, LLC, were reviewed by the trustees. The Board allowed a 2.5% increase by a motion from Trustee Oelke, seconded by Stoner. Trustee Stubbendeck made a motion that the Board approves an additional 1% increase. Said motion was seconded by Hincker, and on a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea on both increases, none voted nay. Motion carried 5-0.

            Trustee Stoner then made a motion that the budget document be accepted as presented. Motion was seconded by Oelke. On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay. Motion carried 5-0. There were no public comments.

            Trustee Hincker made a motion to close the Budget Hearing at 7:40. Stubbendeck seconded, and motion carried 5-0.

            Trustee Stubbendeck made a motion to pay the claim for budget preparation in the amount of $925.00. Hincker seconded and motion carried 5-0.

            Hearing was opened at 7:45 to set final tax request.

            Trustee Stubbendeck made a motion to pass Resolution #R8-21 setting the property tax request for the 2021-2022 year, seconded by Hincker. On a roll call vote, trustees Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay. Motion carried 5-0. A copy of said Resolution is attached to these minutes.

            Chairman Crownover then introduced Ordinance No. 261-21 entitled: Annual Appropriation Ordinance. Oelke moved that the Statutory Rule requiring reading on three different days be suspended. Seconded by Stoner, on a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay. Motion carried 5-0.  Stubbendeck moved for final passage. Hincker seconded, and on a roll call vote Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay. Motion carried 5-0.  Chairman Crownover declared Ordinance No. 261-21 adopted and signed same in presence of the Village Board and the Clerk, who attested same. A copy of said ordinance is attached to these minutes.

            Trustee Stubbendeck made a motion to close the hearing. Hincker seconded and on a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay. Motion carried 5-0.  There were no public comments.

            Burr & Associates will send the budget and related documents to the State Auditor and to the Otoe County Clerk.

            The hearing adjourned at 7:55 p.m.
