REGULAR BOARD MEETING, PUBLIC HEARING &

 STATUTORY REORGINIZATION

December 08, 2021

 

The regular monthly meeting of the Board of Trustees of the Village of Unadilla, Nebraska, was held on Tuesday, December 08, 2021, 8:00 p.m. at the Unadilla Library. Notice of said meeting and proposed agenda of then known subjects was given by posting in the three following places within the Village: Countryside Bank, Post Office, and Community Center Notice Board; and by serving a copy of said notice to each member of the Board of Trustees more than 5 days prior to said meeting. Trustees present: Dan Crownover, Dale Stoner, Janet Oelke, Scot Hincker and Clark Stubbendeck. Visitors: none

Chairman Crownover called the meeting to order at 8:00 p.m. He reminded everyone of the location of the Open Meetings Act Poster. 

Chairman Crownover opened the Public Hearing at 8:05 p.m.

Stoner made a motion to approve the November 2021 minutes; seconded by Oelke. On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck, and Crownover voted yea, none voted nay, motion carried 5-0.

Hincker made a motion to approve the November 2021 treasurer’s report; bank statements, reconciliation, and receipts, Stubbendeck seconded. On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay, motion carried 5-0.

Sense the meeting was early in the month, other incoming bills were discussed on getting paid.  The clerk is to pay the normal bills and email the board members on any other bills that may need to be paid.

Oelke made a motion to approve the claims, seconded by Stoner.  On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover and voted yea, none voted nay, motion carried 5-0.       

Crownover closed the Public Hearing at 8:25 p.m.                                

UNFINISHED BUSINESS                                                                                

          The Keno check was in the amount of $0.00.                                        

          Water consumed: (646,000); water paid for: (597,000); balance for month:(-49,000). The regular water test for November came back good.  There was a sewer blockage between E&F on 6th Street.  Lovell Excavating was called and cleaned it out.  The Rural Water Association was called to come measure the sludge in the sewer lagoons.  They reported a foot to a foot in a half in the cells.  They recommended putting a circulator in to help with the sledge and higher ammonia levels.  They recommended Hidden River Systems to give an estimate on building them for us.  Clerk contacted the company to get an estimate on the units.  One circulator would cost $4,500.00. That would include rope and delivery. Hincker made a motion to purchase one 48-30 model seconded by Stubbendeck.  On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay.  Motion carried 5-0.  Ebert reported to Crownover that the November sewer samples came back good.    Schoolhouse items:  The Library Board is requesting estimates on a

heating unit for the library.  Hemje Plumbing and Davidson Electric were called to give us estimates.                           

          Street Project:  JEO has the USDA’s approval to go ahead and send out bids in January for the asphalting.  They will then wait about 3 weeks before opening the bids.

          Quonset Property:  The Village is waiting on a lease yet from OPPD.

          Public Comments:  none

Crownover closed the public hearing at 8:25 p.m.

NEW BUSINESS

         

          Hincker made a motion to approve the audit waiver for the year 2020-2021, seconded by Stoner.  On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay.  Motion carried 5-0.

          Salaries were discussed for 2022.  Stoner made a motion to raise the salaries to the following, Hincker seconded.  On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay. Motion carried 5-0.

          The following salaries will be used beginning 1-01-2022:

                   Clerk-Treasurer……………………$20.00/hr

                             6 paid Holidays and 5 vacation days

                   Deputy Clerk……………………….$16.00/hr

                   Utility-Maintenance Supervisor…………………$21.00/hr

          Stoner made a motion to nominate Dan Crownover as Chairman of the Board for 2022, Stubbendeck seconded. On a roll call vote, Stoner, Oelke, Hincker, and Stubbendeck voted yea, none voted nay.  Crownover abstained.  Motion carried 4-0.

          Oelke made a motion to appoint the following committees for 2022, seconded by Hincker.  On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck, and Crownover voted yea, none voted nay, motion carried 5-0.

          Corinne Zahn was reappointed as Clerk-Treasurer, Barb Wilhelm as Deputy Clerk and Ed Meinke as Utility & Maintenance Supervisor with Dwight Kastens and Arlin Rohlfs as a backup, by a motion from Hincker, seconded by Oelke. On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay, motion carried 5-0.

          Stoner made a motion to appoint Stubbendeck, Zahn and Meinke to the Safety Committee, Dan Crownover as Zoning Administrator, Dan Crownover as Building Inspector, Corinne Zahn as Flood Plain Manager and Cross Connection Control Officer, seconded by Stubbendeck. On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay, motion carried 5-0.

          Countryside Bank in Unadilla was designated as the Official Depository Bank for Village funds and Doug Ebert as the Village Wastewater Operator on a motion by Oelke, seconded by Hincker. On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay, motion carried 5-0.

          Hincker made a motion to appoint Brandt, Horan, Hallstrom and Stilmock as the Village Attorney’s Office, seconded by Stubbendeck. On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay, motion carried 5-0.           

          Stubbendeck introduced and made a motion to approve Resolution #R13-21, Signing of the Year-End Certification of City Street Superintendent 2021, seconded by Hincker.  On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay.  Motion carried 5-0. Crownover signed the Certification.

          Stubbendeck made a motion to approve the Recommendation and License for Mal’s Bar & Grill Liquor License to the Nebraska Liquor Commission, seconded by Hincker.  On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay.  Motion carried 5-0.

          The list of delinquent water & sewer patrons was reviewed:  #037, 074, 075, 088, 098, 104, 108, 114, 137 & 183.                         

          In Correspondence:  The All-Fund Drive letters were mailed out by the Unadilla Area Foundation.  A meet and greet inviting new residents to a reception on December 7th was hosted by The Unadilla Area Foundation.  The Lincoln Food Bank will continue to distribute food the first Wednesday of every month throughout the year 2022, weather permitting.
